MY VISION FOR BORNO SOUTH
To within a period of 4yrs create a lasting impact and changes that will place Borno South in the first three most economic, peaceful and educationally viable Regions in Nigeria.
MY MISSIONS
By uniting our people and coordinating a Borno South Project that will enable us go into massive Community Commitments to give our zone a new face in the comity of regions. Other Specific visions/missions for Southern Borno, time, strategies and action plans are encapsulated below. Please spare your time and read through so that you can make positive comments, suggestions, recommendations and critics in making this document a veritable tool in your hands for assessing my leadership if given the platform to serve our People. Thus:
1. Borno South has about four federal roads constructed in the seventies and have metamorphosed to death traps. Consequently, these roads have been used by our political leaders as campaign strongholds and after elections no one remember these roads again. The roads in questions include Gombe-Biu, Biu- Numan, Biu-Gombi, Maiduguri-Mubi and local roads like Damboa-Chibok, Kwajaffa-Pelabirni, Walama-Shani-kubo among others shall receive attention. If elected, I will through legislative efforts, lobbying and special request ensure these roads are considered by the Federal Government for total rehabilitations.
2. Unemployment-Borno South has the highest number of educated people who are absolutely unemployed and or underemployed in Borno State. Hence, increasing the level of poverty, hardship and poor conditions of people in the zone because our leaders haven’t done enough to address this evil of unemployment. Therefore, if elected a senator I will ensure I address this with all logic possible. I will establish for the region flour Mills Company, a Rice Mills especially in Shani Local Government and others to create massive employment for our people. At present there is no data to reveal the statistics of our unemployed youth. Our leaders cannot say exactly the percentage of unemployment in the region because they never care. If elected a senator, I will launch a data base, deploy facilities to collect the data of all our unemployed people with their level of education to know exactly the percentage, seek for ways to place them and continue to interact with them and get them connected to the world of work.
3. Federal government is absolutely absent in the Region. There is no single federal institution either hospital or school located in Borno South. This is a problem of Concern...that our leaders never deemed it good to push or make an attempt to influence such. If elected I will make this a priority, do all what can possibly be done to attract such institutions in the zone.
4. Our people lack potable drinking waters. They depend on either stream, well and river waters to drink...which is unacceptable in this contemporary, yet our leaders never give credence to this plight of our dear people. Their efforts in this regards are insignificant for an applause considering the emoluments they received in the name of the zone from 1999...all they do was to provide wash boreholes in some few selected villages. These wash boreholes are unable to pump waters during sunny seasons... Sincerely, if elected potable drinking water will be one of my top priorities, I will embark on a massive and aggressive water projects for our people.
5. On education, our children are facing challenges associated to admissions into higher institutions of learning especially to run programs such as Medicine, Engineering and Law among others. This is an undisputed fact and every child in the zone knows. If elected a senator I will make sure this problem is addressed by mobilizing all sons and daughters of Borno South to pull our resources together and establish Southern Borno University, Southern Polytechnic, Southern Borno School of Nursing and Midwifery among others so that we can have high institutions we can call our own to admit our children, bring education at their door post and create massive employment for our people in this perspective.
6. On scholarship, our children have no idea whether there is something called scholarship because they have never been given either by the state government, federal government or our leaders. In fact our leaders cannot say precisely the number of students in the zone because they never care about these young ones. If elected, I will roll out a scholarship programme for our students. If Senator Adeleke of Ekiti State, could roll out N250m Naira scholarship programme for students in less than two Months in the senate then I can achieve this, I will award full and partial scholarships to our students according to their various degrees of needs and resources available.
7. As a region we don’t have a voice. There is no single media outfit in the zone that gives our people an opportunity to be heard. It was only NTA Biu which is now grinded for years for lack of funds to function. Isn’t this disheartening? There is no radio station, no Television station and no news paper house in the zone. If elected a senator, I will launch and establish Southern Borno Television, Southern Borno Radio, Southern Borno News magazine and Southern FM station. To create more jobs for our people, give our people a voice in the comity of zones and to promote our interest in order to deal with challenges associated to marginalization.
8. We don’t have any forum that brings our people together to chat and discuss ways out from our numerous challenges in the zone. Our leaders that should do that never care...if elected within my first year in office I will be able to encourage and charter the formation of Southern Borno Development Cooperative (SBDC) by encouraging our people to form forums according to their professions and what they do for a living and I will personally grace their inaugurations. Such forums shall include but not limited to Southern Borno Lecturers Forum, Southern Borno Lawyers Forum, Southern Borno Doctors Forum, Southern Borno Nurses Forum and etc from which I will draw board members for Southern Borno Development Cooperative (SBDC) that will be coordinating our people to deal with our numerous developmental challenges.
9. Our major problem among others has been identified as disunity informed by the minority narrative given to us by our enemies. We need to deal with this mindset of minority tribes and come together to advance our course. Agreed we are minority tribes but when our identity becomes Southern Borno we become majority. We will be stronger and significant in the state. None of our leaders attempted to fix this, rather they are after their selfish interest and not the region. If elected a senator, I will embark on a reorientation programme to inculcate a Southern Borno Project in us to begin to see ourselves beyond tribal lines to Southern Borno Identity. To deliver this project I will ensure we organized Southern Borno Annual Festival every year to enable our people come together to showcase our heritage to the rest of the world, interact with each other, share ideals and embrace each other. I will ensure I established a Southern Borno Football Club to collect our talented footballers to participate in national and international tournaments, promote sport in the region by organizing annually Southern Borno football League to bring our youth together, promote love and unity among them. I will create a Southern Borno Actors Gills to collect our talented people who can act, to be acting movies showcasing our cultures and traditions. These will not only create job for the youth but will equally create indirect jobs for thousands of our people and inculcate in us the Sothern Borno Identity Project.
10. Also, I will work with the college of our academicians and established a Southern Borno Research Centre to create more jobs for our people, encourage researchers to undertake studies basically to address our problems, find out more of us, what we have and how best we can utilized our resources for the benefit of our people and the zone.
11. On hunger, I will fight hunger to standstill if elected a senator in the region. I will make the region food sufficient among regions in Nigeria. I will open Southern Borno Farms in strategic locations in the zone to produce rice, corn and others to employ our people. The establishment of Southern Borno Flour Mills and the Rice Processing Company will create demand for grains and rice in the region. This will create market for our farmers to sell their produce at a most economic prices hence will encourage them to till more lands and open up farms to produce more because farming shall be a lucrative business. I will equally push where possible for the government to help us with farm implements, machines, seedlings and chemicals to foster agricultural activities in the region. In the presence of these, jobs will be created, strangers and investors will be attracted to the region thereby boosting our economy, brings expansion, rapid growth and sustainable development.
12. On Security, we acknowledged that the federal forces are doing their best yet their efforts should be complimented. In this perspective, if elected I will mobilized our hunters, put them under a community security commission southern Borno Hunters Gill to support the friendly forces in securing and protecting our lives, investments, villages and towns under the supervision of the federal forces-the police on a monthly stipend.
13. State Creation, If elected a senator, I will from the pool of the forums as mentioned above select and inaugurate state creation committee with the mandate to charter the course for actualizating a state we can call our own. This is necessary because we cannot achieve this for our children without having a strong forum consisting of men and women of pedigree from the region. I will ensure, this committee is formidable and effectively functioning in my first year in the office.
14. On representation, since 1999 there has been this abrupt disconnect between us and our representatives either in the State House, Federal House or the senate. For example, imagine a senator without any constituency office in the zone, then how is he representing the people. How and where is he getting data, feedbacks, suggestions, complains from to present them in the National assembly? Absolutely, our leaders have been operating in isolation from the people they represents. This has to change, if elected a senator; I will have offices in each of the nine (9) Local Governments in the zone. I will deploy secretaries, cleaners and security men to make at least five persons to work in each of the constituency offices under the supervision of each local government party executives. This will automatically create direct employment for about 45 people. They will have a mandate to collect and receive suggestions, complains and demands of the people and forward same to me for attention and actions. I will be paying an announce visit to the offices periodically to chat with our people, listen to them and collect their feelings, complains and demands. The ones under my reach I will solve them and the ones above me I will take them to the National Assembly for further actions.
15. If elected a Senator, I will make sure I coordinate all other representatives from the region to form a representatives forum where all State House of Representatives, Federal House of Representatives, Local Government Chairmen, Councillors and myself the Senator will be meeting periodically to discuss ways forward for the region. The era of fighting, senator beating and assaulting other representatives from the region must end. This will further ensure unity in the region; bring about unity of purpose and collaborative efforts in promoting and solving the problems of the region.
16. If elected a senator, I will not be carried away by ego and arrogance as the case it is today by our leaders. Yes I will be representing in the federal level but there is much need to be in good term with the State Authority so that some state projects could be lobbied for the region. As a senator you don’t have to be in logger heads with the state governor and his cabinet, so I will make sure I am in a good working relationship with Borno State Government so that I can have the opportunity to influence one or two programs for our people from the State. This is important because arrogance, fighting and malice do not pay. Yes we might be from different party but after elections I will seek for friendship and unity with all stakeholders in as much as that will be in the best interest of Borno South.
17. Many more...
STRATEGIES/HOW I INTEND TO ACHIEVE THE MENTIONED PROGRAMS/
PROJECTS/VISIONS ABOVE
1. I want you to appreciate the fact that money is everything but everything is not money. Meaning, some of the mentioned programs doesn’t need money to be actualized rather required the will, courage, initiative, lobbying and cooperation. For example, if elected a Senator, one of the way I will tackle unemployment is that, I will initiate a courtesy calls to various CEOs, Captains of Industries, etc and lobby placement for our youth. I will tell them, when recruiting please let me know, I will supply you workers, try them and if found worthy employ them. And as a senator considering the influence and status of the office, I am sure they will consent and will inform me to bring CVs when recruiting...
2. On organizing activities such as Southern Borno Annual Festival, Football League and etc, doesn’t need much money because sponsors could come in. We will together inaugurate a committee to organize these events, we will write to companies, organizations and other private outfits and seek for their support and sponsorship in organizing these events, which many will consent because it will provide an avenue for them to advertise, promote and sell their products/services during the events. That is why I say money is everything but everything is not money but a simple initiative, will and cooperation of our people can deliver those visions.
3. The ones that needed money, we will together establish Southern Borno Development Cooperative (SBDC) as stated above. Remember I talk about having Southern Borno Development Board Members, within six months in office as a senator I will work with this board members to register SBDC for our people. The SBDC will be having a development mandate; it will charter development for the region. Such projects as Southern Borno University, Southern Borno Microfinance Bank, Sothern Borno Rice Mills, Flour Mills, Southern Borno Televisions (SBTV), Research Centre, etc shall be chartered by SBDC. Meaning the SBDC will have headquarter in one of the nine local governments at the centre with branch offices in all the nine local governments. It will be control by a director under the supervision of the Board Members. The SBDC will have many Units/departments according to demands that could best address our developmental challenges and most importantly create jobs.
How do I intend to fund the SBDC?
Simple:
1. Constituency Allowances: If elected a senator our constituency or project allowance is not made for me but for the region. Therefore, whatever emoluments meant for the region will be given to the region. On this note, the Major source of funding the Operations of SBDC shall be our Federal Constituency Allowances. Once such money is paid, I will credit the account of the SBDC with the sum to enable her pay staffs and deliver outlined programs dictated by its mandate. Other sources of funding SBDC may include:
2. Appeal Fund: we can go into appeal fund exercises to our colleagues in the offices, friends and etc if we have identified a major project to be executed. We can also through the senator write to international organization, states, Institutions and etc to seek for their intervention to finance any development project we wish to embark upon in the region.
3. Special Launching: We can organize a special launching for particular projects especially the establishment of Companies such as the Rice Mills, Flour Mills, University and etc.
4. Freewill Donation: we can open windows for free will donations from our willing sons and daughters, friends of the zone and etc targeting the delivery of a particular program like Hospital
5. Loan: we can apply for a long from development banks to finance any capital project as establishing television station; university and etc which are commercially oriented and can generate funds to repay back SBDC borrowed funds.
6. Special assistance: Special assistance can come from government, businessmen and etc especially from our friends, sons and daughters doing well in different fields of endeavours.
7. Levy: we may decide to impose as low as N50.00 and above monthly levy on all of us to willingly contribute into the SBDC account to boost her source of funding and development functions. Our local government leaders can agree to donate as low as 1% of their monthly grants to SBDC to boost her activities.
8. Proceeds from Commercial Activities, Research and etc: When we successfully established The University, Companies and televisions station among others can generate some proceeds from services and products offered to the members of the public.
9. Sponsorship by and from corporate bodies: For example when organizing programmes such as Southern Borno Annual Festival, Southern Borno Football League and actors gills we will seek for sponsorship from companies, banks and etc and that projects will get done easily.
10. etc.
This is imperative we do because we cannot always rely on the government especially a state government that doesn’t care about our plights. We have to do it by ourselves and for ourselves. We must do it the southern Kaduna way...where today they are chartering a Community University in their zone. They understand that their government doesn’t care about them same way and same thing we are facing here in Borno State. Therefore, we need to create an avenue; a forum and platform that will enable us pull our little resources together and grow our region. Hence the reasons for the establishment of SBDC...
This simple initiative if supported by our people, we will take ownership of our region, develop it and become the envy of other regions in this country and beyond. That is why I want to be a senator, it is only someone handling an exalted office as the senator can have the impetus and audacity to coordinate and charter this noble course. Anyone else can do it, but since it involves lot of consultations and lobbying it can be achieved better when a legislator as a senator is at the forefront.
For example, if I say I want do it as ordinary as I am today and send a letter requesting to meet with all southern Borno lecturers in the University of Maiduguri for a chat, Imagine how many of them will honor it, I don’t think I can even see one person because the question will be who is he, what is his work, who is his father and etc? But if the Senator send same and request same don’t you think all of them and even those that are far uncles to the region will like to attend the meeting? Of course yes, that is why I am motivated by these visions to vie for senate come 2019 to enable me have the status, respect and requisite honor to charter this clear development goal for our region.
My Action Plans
1. If elected, in the first year, SBDC shall be established, headquarter shall be built, staffs employed and commence functioning in the first quarter of the second year.
2. Forming forums such as lecturers’ forums and others as discussed above shall be done in the 1st quarter of my tenure as a senator.
3. Annual festival, football league, Actors Gills, Hunters Gills, etc committee shall be inaugurated in the second quarter of my first year in Office to work and deliver reports on the modalities of organising such events and Gills during the 4th Quarter of my office for the events to begin rolling in the 2nd year.
4. SBDC will be mandated to begin massive projects in the 2nd year of my tenure because as at that time we must have received about 6-8 constituency allowances and will be good enough to start with.
5. Establishment of University, Rice Mills and Flour Mills committee shall be inaugurated and be given 2Months to deliver their reports on how best we can establish these institutions to enable SBDC and the Senator begin to pursue necessary approvals from relevant authority while mobilization and sitting must be concluded in my 2nd year in office for construction to begin immediately.
6. During the 2nd year, my personal emoluments must have been gathered reasonably from which I will roll out a scholarship program. So, student should expect scholarship from my 2nd year in office if elected a senator from my own emoluments as a law maker.
7. From 2nd year in office, Southern Borno actors Gills will launch their first English Movie produced on promoting our values and cultures.
In the 2nd Year also we shall have the first Southern Borno Football league for the senator’s cup and cash prices given to winning and all participating clubs within the region.
8. In the 2nd Year also we shall have the first Southern Borno annual festival to be hosted by one of the nine local governments for our people to get together, showcase our traditional heritages and so on. The event shall properly be organized, marketed and publicise to attract even foreigners from other nations to attend this event because it shall be very historic.
9. In the 2nd Year also we shall have three southern Borno Farms across the region to boost food production and employ our people. We will concentrate on rice production, Grains (maize, guinea corn) and Soya Beans to get raw materials for our Flour Mills and Rice Mills.
10. In the 4th quarter of the 2nd Year we shall launch Southern Borno FM...To help in rebranding, re-orientation and promotion of the southern identity projects...
11. In my third year in office, we will commence the construction of Southern Borno University...to be commissioned in the 3rd Quarter of my 4th year in Office. And at the expiration of the tenure, we shall boldly burst of some formidable institutions and development that must have taken course and the future will be promising for children.
12. On my legislative duties, it is the primary function of a senator and so I will participate fully and represent the zone decently. I will ensure I sponsor number of bills in the national assemblies and such bills must be for the best interest of Borno South. I will not represent or work in isolation of the zone, any bill I proposed to present must first come to our people for reading, critics and suggestions and input. I will proposed bills in collaboration with leaders of each forum as the Southern Borno Lecturers forum, Southern Borno Lawyers’ forum and etc....these people are professionals and so they could help in preparing a seasoned bill for us for me to present in our interest. They can prepare and send me a Bill for presentation and if I prepare I will send it to them for scrutiny both in context and concept before I will go and present or sponsor as the case may be. In my time there will be no blind representation, unnecessary point of orders and no more isolated representation. We will work together, decide on issues together and be informatively connected in all I do as your senator.
13. On accountability, I will do the best I can to be very accountable and transparent in all dealings. Even though, resources made for the region will not be under my control the management of SBDC if the initiative is supported and established. However, if elected automatically I become your employee and such it is right you know exactly how much is my salary and other allowances. Therefore, I will first ensure I declare my assets before entering office and at the end of my term I will equally declare my assets. This has been lacking in our leaders, they don’t tell us how much they are entitled to, they don’t tell us their assets before and after offices...they keep their ways in a clouded atmosphere leaving us with a gamut of speculations. In my term if elected this will not be the case....To ensure I am transparent I will be doing a press conference twice a year in order to carry our people along, tell them what we are doing, where we are as region and where we want to be in the future. In this press conference, total emoluments for the region and my personally earnings as public office holder will be divulge vis-avis what such earnings are being used including mine...so that our people will know exactly what is happening and how I am using my own earnings. This is because as a development economist if my earnings have the muscle to embark on capital investment I will definitely invest such in the region to further create employment for our people on personal level
14. Etc
There are many things to say but permit to go on break for now and to you please if you love our region and you appreciate the simple fact that we have to start community programs/projects to promote our region, join me in this struggle, support me with all what is necessary and proclaim me so that together we can uplift our zone. Don’t forget that I don’t have any sponsor, my sponsor is you, the good people of Southern Borno that are the people to employ me for this job. I don’t have any godfather, my godfathers and godmothers are the good people of Borno South. Let us all together make a resolve to move our zone forward. Campaign for me and vote for me....2019 marks a new dawn, a new era and new slate for our people.
I am calling on Borno South Youth to come together. They say we are not too young to rule but sincerely we are too broke to contest elections. Therefore, unless we come together, be courageous to face it and vote for ourselves we won’t make a headway.
I don’t need power; I am a servant and wish to serve my people...that is why I need this platform not for power but to contribute my best to the growth and development of Borno South.
God blessed Southern Borno
Thank you.....and thank you very much.
